DRC Uganda is seeking a qualified and motivated professional to join its team as an Accountability Specialist.
Role Overview
The Accountability Specialist will lead the implementation of Accountability to Affected Populations (AAP) across DRC Uganda’s programs. The role focuses on ensuring that the voices of communities are actively captured and integrated into program planning and delivery. The position will also promote a strong culture of accountability while ensuring compliance with DRC standards, Core Humanitarian Standards (CHS), donor requirements, and the local Ugandan context.
Key Responsibilities
Accountability Systems
- Implement and oversee accountability frameworks, including Feedback and Complaints Response Mechanisms (FCRM) across all operational areas.
- Support program teams in developing awareness materials (e.g., posters, brochures) to promote community feedback channels.
- Improve community engagement by introducing innovative participation methods.
- Ensure feedback systems are accessible, safe, inclusive, and culturally appropriate.
- Regularly update accountability procedures (SOPs) to align with local and global standards.
- Work closely with MEAL and program teams to enhance accountability tools and processes.
- Ensure proper documentation, referral, and resolution of feedback and complaints, including sensitive protection cases.
Monitoring and Reporting
- Conduct field visits to evaluate accountability practices and identify areas for improvement.
- Produce regular reports highlighting trends, responsiveness, and effectiveness of feedback systems.
- Analyze feedback data to inform program improvements and decision-making.
- Support learning initiatives and after-action reviews based on findings.
Support to MEAL Systems
- Contribute to proposal development by identifying resources needed for accountability systems.
- Ensure accountability procedures are updated, translated where necessary, and shared across field offices.
Capacity Building
- Train and mentor staff and partners on accountability principles, CHS, and feedback systems.
- Conduct refresher sessions for field teams on accountability practices.
- Strengthen understanding of community feedback mechanisms among staff, partners, and communities.
- Promote continuous learning and best practices in accountability.
Coordination and Representation
- Represent DRC Uganda in national and inter-agency accountability forums.
- Collaborate with program, MEAL, and protection teams to integrate accountability into projects.
- Participate in coordination platforms such as AAP Working Groups and UNHCR feedback mechanisms.
- Perform additional duties as assigned.
Qualifications & Experience
Required:
- Bachelor’s degree in Social Sciences, Development Studies, Public Policy, Human Rights, or related fields.
- Minimum 5 years’ experience in humanitarian or development settings, including 3 years in accountability or MEAL roles.
- Proven experience managing community feedback mechanisms (CFM).
- Proficiency in tools such as Kobo Toolbox, ODK, SurveyCTO, CommCare, and GIS.
- Strong data analysis skills using tools like Excel, SPSS, Power BI, NVIVO, or Atlas.ti.
- Solid understanding of MEAL frameworks and research methodologies.
- Excellent communication, facilitation, and organizational skills.
- Strong ethical standards, confidentiality, and commitment to humanitarian principles.
- Ability to multitask and meet deadlines.
- Fluency in English (spoken and written).
Desirable:
- Knowledge of local languages spoken in refugee-hosting communities.
