1. Job Overview
This is a senior level HR Manager role based in Kampala within a globally recognized media and telecoms group operating in Africa.
In simple terms, you will be the main HR leader for the Uganda subsidiary, responsible for managing all people related functions for a team of around 40 employees. You will work closely with senior leadership to ensure the company attracts, develops, and retains the right talent while maintaining strong compliance with Ugandan labour laws.

2. Key Responsibilities
As the HR Manager, your work will cover the full employee lifecycle and strategic HR leadership:
HR Strategy & Workforce Planning
- Work with senior management to understand staffing needs and align HR strategy with business goals
- Design and implement HR action plans that support business growth in Uganda
- Monitor labour market trends in Uganda’s telecom and media industry to improve hiring strategies
Recruitment, Onboarding & Talent Management
- Manage end to end recruitment processes including job posting, interviewing, and selection
- Ensure new employees are properly onboarded and understand company culture and expectations
- Support internal mobility, promotions, and talent development programs
Employee Relations & HR Advisory
- Act as the main advisor to managers on HR issues such as contracts, discipline, and performance
- Handle employee concerns, grievances, and workplace conflict resolution professionally
- Ensure fair application of HR policies across all departments
Payroll & HR Administration
- Supervise payroll processing and ensure accuracy and timeliness of salary payments
- Manage employee records, contracts, benefits, and exit processes
- Oversee HR documentation and compliance reporting
Training & Performance Development
- Identify skills gaps and coordinate staff training programs
- Support performance appraisal systems and career development planning
- Build initiatives that improve employee productivity and engagement
HR Reporting & Compliance
- Develop HR dashboards to track key metrics such as turnover, absenteeism, and training
- Prepare HR reports for management decision making
- Ensure full compliance with Ugandan labour regulations and internal company policies
Employee Representation & Legal Compliance
- Maintain communication with employee representatives and labour institutions
- Support staff elections and formal HR governance processes
- Ensure all collective agreements and legal obligations are followed
3. Requirements & Qualifications
To be successful in this role, you should have:
- A Master’s degree or Bachelor’s degree in Human Resources, Social Sciences, Business Administration, or Employment Law
- At least 5 years of progressive HR experience, ideally including a managerial position
- Strong understanding of Ugandan labour laws and HR compliance requirements
- Experience handling payroll systems and HR reporting tools
- Ability to manage both strategic HR planning and day to day HR operations
- Excellent communication, leadership, and problem solving skills
- High level of integrity, confidentiality, and professionalism
- Experience with HR software (Sage or similar systems is an added advantage)

4. Salary Range (Expected Range)
