About the Role

The Monitoring, Evaluation and Research Lead at PACE Uganda plays a crucial role in enhancing health program effectiveness through strategic oversight of Monitoring, Evaluation, Accountability, and Learning (MEAL) systems. This position is pivotal in ensuring that high-quality data and insights are utilized to improve health outcomes and accountability to stakeholders, directly impacting the Ugandan health landscape.

Key Responsibilities

  • Lead the creation, execution, and refinement of MEAL frameworks, systems, tools, and project workplans.
  • Establish standard operating procedures (SOPs) and quality assurance practices for effective data management and reporting.
  • Ensure that project MEAL systems align with national policies, donor guidelines, and PACE’s operational standards.
  • Innovate and implement digital solutions in MEAL, including the utilization of DHIS2 and ODK platforms.
  • Oversee regular monitoring of project activities, including outputs, outcomes, and overall impact assessment.
  • Ensure the timely production of comprehensive periodic reports and data visualizations.
  • Provide technical guidance for operational research, evaluations, and assessments.
  • Enhance the technical skills of staff, partners, and stakeholders in MEAL methodologies.

Requirements & Qualifications

  • Master’s degree in Social Sciences, Monitoring & Evaluation, Statistics, Public Health, International Development, or a related field.
  • Postgraduate qualification in Monitoring & Evaluation.
  • 5-7 years of progressive experience in MEAL leadership within a multi-project, donor-funded context.
  • Solid experience in the health sector and familiarity with the Ugandan health system.
  • Proven experience working with major donors such as the US and UK Governments, CIFF, and the Gates Foundation.
  • Strong background in DHIS2 administration and configuration of tracker programs.
  • Experience with participatory and community-based monitoring approaches.
