Position: Operations Team Leader (Social Infrastructure) – Kampala

Overview
This role is based in Kampala under the Operations Department within the Regional Hub. It is a fixed-term position responsible for overseeing projects in social infrastructure sectors such as education, health, water & sanitation, and urban development.

Job Purpose
Reporting to the Country Operations Manager, the Operations Team Leader will manage a portfolio of development projects, ensuring they are delivered within approved budgets, timelines, and quality standards. The role includes supervising Project Officers, providing technical guidance, leading project evaluations, and ensuring effective implementation. The position also contributes to strategic planning, policy development, and knowledge sharing within the organization.

Key Responsibilities

Project Appraisal

  • Lead the preparation and review of project appraisals, ensuring all technical, financial, social, environmental, and institutional aspects meet organizational standards.
  • Collaborate with sector teams to refine project documents before submission for approval.
  • Ensure all required updates are incorporated into project documentation before final approval.

Project Approval

  • Oversee the project approval process, including preparation, follow-up, and communication with stakeholders in line with internal procedures.

Project Implementation & Monitoring

  • Coordinate with sector specialists to ensure technical support throughout the project lifecycle.
  • Monitor project progress, identify potential challenges, and implement solutions promptly.
  • Work closely with quality and monitoring units to ensure compliance with policies and improve performance.
  • Review disbursement requests and support timely resolution of procurement and operational issues.

Project Closure & Evaluation

  • Contribute to project completion reports, ensuring all objectives and outcomes are properly documented.
  • Capture lessons learned and share insights to improve future projects.
  • Support portfolio evaluation to ensure development impact goals are achieved.

Qualifications

  • Bachelor’s degree in Education, Health, Water & Sanitation, Urban Development, Engineering, or a related field.
  • A Master’s degree in a relevant sector is an added advantage.
  • Professional certification in Project Management (e.g., PMP, PRINCE2) is highly desirable.
  • Minimum of 8 years’ experience with a Bachelor’s degree or 6 years with a Master’s degree in a related field.
  • Language requirements: English (mandatory); French, Portuguese, or Arabic (advantageous).
