About the Role

The DG ECHO Programme Officer position is a pivotal role within the European Union Delegation to Uganda, focusing on humanitarian aid and civil protection. This position is essential for ensuring that relief operations are effectively implemented for victims affected by natural disasters and conflicts. In the initial months, you will engage with various operational partners, conduct assessments, and help shape strategies that align with DG ECHO’s mission. You will also gain hands-on experience in managing proposals and monitoring projects, making a significant impact on the lives of those in need.

Key Responsibilities

  • You will conduct thorough assessments to determine the humanitarian needs in affected regions, which will inform the overall strategy and operational response of DG ECHO.
  • Your role will involve designing and contributing to DG ECHO’s strategic policies and thematic working groups, helping to shape the direction of humanitarian efforts.
  • You will evaluate and appraise financing requests submitted by operational partners, ensuring they align with DG ECHO’s intervention strategies and providing recommendations for approval.
  • Your responsibilities include preparing detailed fiches-ops, which are critical documents for assessing and monitoring projects, and submitting them to the appropriate authorities.
  • By liaising with various partners, you will finalize and review proposals, ensuring that all aspects meet DG ECHO’s standards before submission.
  • You will monitor and evaluate interim and final reports from partners, providing insights and recommendations to enhance project outcomes and compliance.
  • In the event of emergencies, you will support the Head of Office or Technical Assistant, providing essential backstopping capacity and surge support as needed.

Requirements & Qualifications

  • A degree in humanitarian studies, international relations, development studies, or a related field is required for this role.
  • You should have at least 3-5 years of experience in project management or humanitarian aid, preferably in a similar position or environment.
  • Strong analytical skills are necessary for conducting assessments and evaluating project proposals effectively.
  • Excellent communication and interpersonal skills are essential to liaise with various stakeholders, including NGOs, government bodies, and local communities.
  • Proficiency in English is required, and knowledge of additional languages relevant to the region is an asset.
