The Energy and Self-Reliance (ENSER) Programme, implemented in partnership with humanitarian and development actors, aims to accelerate transitions from dependence on humanitarian food assistance to sustainable, market-based self-reliance pathways in refugee-hosting districts of West Nile, Uganda. The Multi-Donor Action “Energy and Self-Reliance Programme (ENSER)” is jointly co-financed by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ). It is implemented by GIZ Uganda in close operational synergy with the World Food Programme (WFP).
