The Head of Programme at the Norwegian Refugee Council (NRC) plays a crucial role in shaping the strategic vision and program development within Uganda, a country facing significant challenges that require innovative solutions. In the initial months, the successful candidate will focus on establishing effective communication channels between area offices and related functions, ensuring that advocacy priorities are identified and addressed. Additionally, they will manage partnerships and capacity-building initiatives to enhance program quality and impact.
Key Responsibilities
The Head of Programme will oversee the development and implementation of strategic programs, ensuring alignment with NRC’s mission and the specific needs of Ugandan communities.
They will cultivate and maintain strong partnerships with local and international stakeholders to enhance collaborative efforts in humanitarian response.
This role entails managing the Program Development Unit, guiding team members to build capacity in core competencies and cross-cutting themes.
It is essential for the Head of Programme to ensure that effective project cycle management (PCM) and monitoring and evaluation (M&E) frameworks are in place and adhered to throughout the organization.
The Head of Programme will lead advocacy efforts, ensuring that relevant issues affecting the target population are prioritized and communicated effectively.
They are responsible for nurturing a culture of continuous improvement by promoting learning opportunities and integrating feedback into program design and delivery.
Requirements & Qualifications
A minimum of 7 years of experience in program management within the humanitarian or development sector is required, with a strong track record of leading teams.
Applicants should possess a relevant degree in social sciences, international development, or a related field.
Proven experience in monitoring, evaluation, and learning frameworks, alongside practical knowledge of project cycle management, is crucial.
Strong interpersonal and communication skills are necessary to effectively engage with a diverse range of stakeholders and team members.
Fluency in English is required, with proficiency in local languages considered an advantage.
