About the project
The BRAC – LEGO Foundation partnership builds on BRAC’s evidence-based Humanitarian Play Lab (HPL) model and is grounded in a shared commitment to inclusion, joyful learning, and scalable impact.
This five-year global initiative aims to reach over 400,000 children affected by crisis and displacement across Uganda, Bangladesh, and other fragile contexts, demonstrating that even in the most challenging environments, children can not only survive but thrive through collective action and play-based learning interventions.
In Uganda, this partnership will be implemented in the Rhino, Imvepi, and Bidibidi refugee settlements and the host communities of Terego, Madi-Okollo and Yumbe districts.
1. POSITION: Technical Specialist – Special Needs Education and Disabilities (SEND)
JOB PURPOSE:
This position will lead the integration and advancement of Special Educational Needs and Disabilities (SEND) inclusion in SPLASH Project and other ECDE projects. The role is responsible for ensuring that SEND considerations are systematically embedded across program design, implementation, and organizational practices. The position will provide strategic and technical leadership by developing and operationalizing SEND-related guidelines, tools, and standards; strengthening inclusive program design; and ensuring effective implementation through hands-on technical support, supervision, and capacity building.
MAJOR RESPONSIBILITIES
- Lead the development of a comprehensive SEND inclusion guideline to support inclusive
ECDE programming ensuring a strong gender-transformative lens is integrated throughout. - Support the design and adoption of tools for early identification of disabilities, including developmental delays and impairments.
- Design and deliver ToT on SEND inclusion (concepts, accessibility, reasonable accommodation, early identification, and the use of relevant tools and guidelines).
- Lead capacity-building initiatives for staff, Play Leaders, and VHTs on early detection of disabilities, impairments and developmental delays.
- Facilitate training on the application of Child Functioning Modules for children aged 0-3 and 5-17 years.
- Lead structured assessments to identify assistive device requirements and reasonable accommodation needs for children and caregivers.
- Advocate for the integration of inclusive ECDE policies and budget allocations at national and local levels to sustain specialized programming for children with SEND
- Conduct regular field visits to ECD centers (HPL) and households (40% travel) for quality assurance and to provide hands-on support to PAs, VHT and Play-leaders, ensuring effective implementation of SEND inclusion practices.
- Document evidence, including case studies, success stories, and lessons learned, and contribute to the preparation of quarterly and annual reports on SEND integration and outcomes.
Safeguarding roles
- Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the program’s goals on safeguarding implementation. Act as a key source of support, guidance, and expertise on safeguarding to establish a safe working environment.
- Practice, promote, and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
EDUCATION AND EXPERIENCE REQUIRED
- Master’s degree in special education, Early Childhood Development, Social Science, Gender Studies, Anthropology, Sociology, Development Studies, International Development or Relations, or another related field.
- 5-6 years in the development sector, including at least 5 years implementing special needs education (SEND), disability inclusion, and early childhood development (ECD) programming, with a proven track record in Uganda and humanitarian settings.
SKILLS AND COMPETENCIES
- Strong critical, strategic, and analytical skills with a proven ability to drive innovation in program design, problem-solving effectively, and maintain a participant-orientated mindset judgement and objective decision making
- Proficient in Microsoft and Google workspace tools (Docs, Sheets, Slides, Drive) and available for field travel up to 40% of the time.
- Proficient in analyzing and interpreting program data to track performance indicators and inform strategic decision-making.
- Thrives in fast-paced, dynamic, and humanitarian settings, demonstrating a high degree of personal resilience, flexibility, and openness to learning.
2. POSITION: Branch Manager
JOB PURPOSE:
Under the supervision of the Regional Manager, the Branch Manager will provide leadership and oversight for the implementation of branch-level project activities. She/he will coach, mentor, and supervise Project Officers in planning and implementing all activities under the SPLASH project in the branch. She/he will represent BRAC in all sector engagements in the assigned settlement
MAJOR RESPONSIBILITIES
- Support community mapping, identification and selection of ECD centres, child profiling and survey activities, selection of government primary schools, and coordination with local stakeholders to facilitate smooth programme implementation.
- Lead branch-level planning, implementation, and supervision of all project activities
- Develop and monitor branch-level work plans and track progress with clear targets and timelines
- Ensure timely and quality implementation of health, SEND, ECD, School Transition, and MHPSS interventions.
- Oversee branch-level budgets and ensure efficient use of project resources.
- Review and approve project expenditures in line with organizational procedures.
- Ensure proper management of project assets and logistics.
- Support procurement and operational planning for project activities.
- Supervise and support Project Officers, Community Facilitators, and other project staff.
- Monitor the performance of Project Officers and ensure adherence to technical standards
- Support capacity building and mentorship of project officers, educators, VHTs and project participants
- Review and validate project data and reports submitted by field staff.
- Monitor progress against project indicators and targets.
- Ensure high-quality data collection, reporting, and utilization for decision-making
- Build and maintain relationships with District Local Government, Partners, and community stakeholders
- Represent BRAC at the settlement level and participate in coordination forums
- Conduct regular field visits, supervision, and spot checks
- Facilitate regular team meetings to review progress and address implementation challenges.
- Ensure safeguarding and child protection policies are implemented across all project activities.
- Identify and mitigate operational and programmatic risks.
- Respond appropriately to safeguarding concerns and ensure timely reporting.
- Implementation of BRAC vision, mission, values, and policies, including an effective safeguarding policy.
- Practice, promote, and enforce BRAC policies, including safeguarding, FRAUD, Financial, and HRPP among team members
- Ensure a safe working environment for staff and participants
- Any other duties that may be assigned by the Regional Manager
EDUCATION AND EXPERIENCE REQUIRED
- Bachelor’s degree in education / ECD, Public health, social science/Development studies /management/Business administration. A postgraduate diploma in related fields is an added advantage
- Minimum 3+ years protessional experience in implementing integrated programmes with a strong background in supervision, leadership, and community development. Experience working in humanitarian settings will be an added advantage

3. POSITION: Office Assistant
JOB PURPOSE:
Under the supervision of the Senior Officer- Admin and Procurement, the Office Assistant will be responsible for the safety and protection of the office property and premises and document delivery to and from the respective office.
MAJOR RESPONSIBILITIES
• Ensure maximum safety and security of the office premises and the organization’s property.
- Support in the preparation and holding of meetings and events.
- Open and close the offices on time.
- Load and offload official materials at the office.
- Maintain the cleanliness and orderliness of the office premises.
- Deliver documents and other vital materials to and from the office.
- Switch on the generator whenever power is off and ensure it has fuel and is well maintained.
- Bring to the attention of the authorities any matter that may compromise the security of the workstation and property therein.
- Prepare and submit monthly reports including Generator usage, fuel and other supporting documents to the supervisor on a timely basis.
- Uphold the BRAC vision, mission, core values and policies including an effective
- Support the collection of user feedback and lessons learned to improve materials and implementation approaches.
- Read, understand, practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
- Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
- Any other duties that may be assigned by the supervisor.
EDUCATION AND EXPERIENCE REQUIRED
