ORGANISATION OVERVIEW AND ROLE PURPOSE

About LABE

LABE was founded in 1989 to provide non-formal literacy and basic education to adults, including urban refugees from neighbouring countries.

It is now among the largest indigenous non-governmental education organisations in Uganda. LABE is registered with the Ugandan NGO Board under registration number INDR11921197NB, with its headquarters located at Kiggundu Mittala Road, Block 220, Plot 1527, Banda-Kyambogo, Kampala.

LABE is mandated to deliver interventions that integrate literacy and basic education for children and adults across the country. We implement these interventions with and through partners that include international, national and community-level Civil Society Organisations, government institutions, the private sector, primary schools and parents.

About the Project

The Breaking Children’s Barriers to Equitable Education – BBEE Project aims to improve equitable access to quality and inclusive education for children in preschool, primary and secondary education in Nwoya and Adjumani districts.

The project addresses barriers arising from poverty, disability, harmful social norms, displacement and limited capacity within the education system.

It strengthens schools and communities to provide safe, inclusive and child-friendly learning environments through:

• Teacher capacity building
• School-based child protection systems
• Improved teaching and learning resources
• Community engagement
• Promotion of inclusive education
• Support for vulnerable learners, including girls, refugee children and children with disabilities
• Expansion of access to early childhood education through community-based home-learning approaches

The project is implemented under the themes of education, child protection and inclusion, using a Human Rights-Based Approach to ensure that all children can access, participate in and complete quality education.

ROLE DIMENSIONS

The Programme Officer – Child Protection will support the implementation of the Breaking Children’s Barriers to Equitable Education Project in Northern Uganda and West Nile.

The position holder will work closely with district education authorities, school management structures, teachers, parents, community leaders and other stakeholders to deliver inclusive and quality education interventions in targeted schools and home-learning centres in Adjumani and Nwoya districts.

The role will focus on improving learner enrolment, retention, transition and wellbeing while strengthening child protection, safeguarding, gender equality and disability inclusion approaches.

The interventions are expected to create safe, supportive and accessible learning environments for approximately 972 vulnerable learners.

Working closely with district, school and community education structures, the Programme Officer will support the effective implementation of project activities and objectives across the targeted schools and home-learning centres.

The key challenge of the role is to ensure timely and quality implementation of project activities while effectively coordinating field interventions to achieve project objectives and enhance LABE’s impact on learners’ academic performance, wellbeing, child protection and overall education outcomes.

The Position Holder Will Be Required To:

• Ensure timely and effective implementation of planned project activities across assigned primary and secondary schools in Adjumani or Nwoya District.
• Coordinate and deliver project activities effectively within a dynamic field environment.
• Work collaboratively with education and community stakeholders.
• Demonstrate strong communication and interpersonal skills.
• Build positive working relationships with district authorities, schools, communities and partner organisations.

Level of Contact with Children

This position has been classified as a high-contact position, involving significant interaction with approximately 972 children.

KEY RESULT AREAS

Key Result Area 1: Programme Implementation and Quality Assurance

The Programme Officer will:

• Coordinate and implement BBEE project activities in accordance with approved work plans and donor requirements.
• Support schools to improve learner enrolment, attendance, retention, transition and learning outcomes.
• Conduct regular school support and monitoring visits.
• Strengthen inclusive, child-centred and gender-responsive teaching and learning practices.
• Support the provision and effective utilisation of teaching, learning and assistive materials.
• Identify implementation challenges and recommend appropriate solutions.
• Document lessons learned and best practices.

Key Result Area 2: Child Protection, Safeguarding and Inclusion

The Programme Officer will:

• Ensure that safeguarding principles are integrated throughout programme implementation.
• Promote safe, inclusive and child-friendly learning environments.
• Build the capacity of teachers, Parent-Teacher Associations, School Management Committees and community structures on child protection and safeguarding.
• Identify, document and report child protection concerns.
• Support referrals through established child protection mechanisms.
• Promote gender equality, disability inclusion and psychosocial wellbeing.
• Monitor compliance with LABE safeguarding policies and the Code of Conduct.

Key Result Area 3: Community Engagement, Partnerships and Advocacy

The Programme Officer will:

• Mobilise communities to support children’s education.
• Organise community dialogues and sensitisation meetings.
• Strengthen community child protection structures.
• Build partnerships with district authorities, local leaders and development partners.
• Participate in district coordination and education forums.
• Promote positive parenting and behaviour change.

Key Result Area 4: Monitoring, Reporting and Accountability

The Programme Officer will:

• Collect, verify and manage programme data.
• Prepare timely narrative reports and activity documentation.
• Monitor project indicators and support routine assessments.
• Maintain quality project records.
• Support accountability and organisational learning processes.
• Ensure timely reporting to supervisors.

KEY ROLE REQUIREMENTS

Qualifications and Experience

Applicants must possess:

• A bachelor’s degree in Education, Adult and Community Education, Social Work, Development Studies, Gender Studies or a related field.
• A minimum of four years’ experience implementing education, child development, teacher development, learner support or community education programmes within an NGO or development setting.
• A good understanding of Uganda’s education sector, including the Ministry of Education and Sports, District Education Offices, school governance structures and community education systems.
• Experience integrating gender equality, disability inclusion, child safeguarding, child protection, Prevention of Sexual Exploitation and Abuse, psychosocial support and child wellbeing into programme implementation.
• Experience working with schools, communities, local governments and child protection actors, preferably in Northern Uganda and refugee-hosting contexts.
• Proven experience facilitating training and capacity building for teachers, School Management Committees, Parent-Teacher Associations, caregivers and community stakeholders using gender-responsive and inclusive approaches.
• Strong communication, stakeholder engagement, coordination, report-writing and Microsoft Office skills.
• Fluency in English and the relevant local language or languages.
• A valid motorcycle riding permit.
• Willingness to travel extensively.
• Willingness to reside within the project area.

Preference will be given to candidates who are residents of the district in which they are applying to work.
