About the Role
The Technical Director for Interoperability & HIE Architect at Palladium plays a crucial role in enhancing Uganda’s digital health infrastructure through the Data-Activated Architecture for Resilient Transition (DART) project. This position involves providing strategic guidance and technical leadership to ensure the effective implementation of interoperable health systems. In the initial months, the selected candidate will collaborate closely with the Ministry of Health (MOH) to assess current systems, define architecture standards, and lay the groundwork for successful integrations. This role is vital in fostering a robust digital health ecosystem that aligns with national health policies and enhances data-driven decision-making.
Key Responsibilities
- Lead the development and implementation of national interoperability standards that align with the Ministry of Health’s goals, ensuring all systems are compatible and efficient.
- Collaborate with various system owners and stakeholders to operationalize architecture standards across Electronic Medical Records (EMRs), Health Information Systems, and other critical health platforms.
- Oversee the design and stabilization of the National Data Warehouse, ensuring it meets the needs of health data reporting and analytics.
- Implement cybersecurity measures to protect health information and ensure compliance with national data protection regulations.
- Facilitate workforce training and certification to build local capacity in managing and utilizing digital health systems effectively.
- Monitor and evaluate the performance of implemented systems, providing insights and recommendations for continuous improvement.
Requirements & Qualifications
- A minimum of 8 years of experience in health informatics, digital health systems, or a related field, with proven leadership capabilities.
- A Master’s degree in Health Informatics, Public Health, Computer Science, or a related discipline is preferred.
- Strong understanding of health information exchange (HIE) principles and experience with EMR systems.
- Excellent communication and stakeholder engagement skills to effectively collaborate with government bodies and health institutions.
- Experience in project management, particularly in the context of health system strengthening initiatives.
