The Network of Early Childhood Development Actors Uganda (NECDA) is seeking expressions of interest for the development of a comprehensive 5-Year Strategic Plan aimed at enhancing the collective impact of early childhood development initiatives across the country. This role is pivotal in shaping the future direction of NECDA as it aims to address the existing challenges in the ECD landscape, such as fragmented programming and inadequate community engagement. In the early months, the selected candidate will engage with various stakeholders to gather insights and facilitate collaborative discussions. This is a unique opportunity to influence policy and practice in a critical area of human capital development, ultimately ensuring that children in Uganda receive the best start in life.
Key Responsibilities
Conduct a thorough assessment of current ECD initiatives, identifying strengths and weaknesses in existing programming and coordination efforts.
Facilitate stakeholder engagement sessions, bringing together civil society organizations, government agencies, and private sector partners to gather input for the strategic plan.
Develop a clear framework for the strategic plan that articulates NECDA’s vision, mission, and strategic priorities for the next five years.
Identify resource mobilization pathways that will support the implementation of the strategic plan, ensuring sustainable funding for ECD initiatives.
Outline advocacy objectives and systems-strengthening measures that will enhance NECDA’s ability to influence policy and practice in ECD.
Establish a results and learning framework to enable ongoing monitoring and evaluation of the strategic plan’s impact on ECD outcomes in Uganda.
Requirements & Qualifications
A minimum of a Bachelor’s degree in Education, Social Sciences, or a related field, with a strong understanding of early childhood development principles.
At least five years of experience in strategic planning, policy development, or program management within the NGO sector.
Demonstrated ability to engage and collaborate with diverse stakeholders, including government officials, community organizations, and the private sector.
Strong analytical skills to assess and synthesize data, translating findings into actionable strategies.
Excellent communication skills, both written and verbal, to effectively share ideas and facilitate discussions.
