National Consultant to conduct training needs assessment for criminal justice institutions to strengthen case management systems

About the Role

The United Nations Office on Drugs and Crime (UNODC) is seeking a National Consultant to conduct a comprehensive training needs assessment for criminal justice institutions in Uganda. This role is crucial for strengthening case management systems, which directly impacts the efficiency and integrity of the justice system in the country. In the initial months, the consultant will engage in a thorough desk review of existing frameworks and methodologies, followed by the design of assessment tools tailored for the Ugandan context. This position not only supports institutional capacity development but also contributes to enhancing accountability and transparency within the justice sector.

Key Responsibilities

• Conduct a detailed desk review of relevant policies, legislation, and existing studies to understand the current landscape of criminal justice case management in Uganda.
• Develop an inception report that outlines the methodology, work plan, and analytical framework for the Training Needs Assessment, ensuring a structured approach to data collection.
• Design and implement assessment tools such as surveys and interviews, facilitating effective stakeholder consultations to gather diverse insights.
• Undertake a Training Needs Assessment that identifies critical knowledge and skills gaps within criminal justice institutions related to case management.
• Evaluate the effectiveness of current case management practices and information sharing systems to pinpoint specific areas for capacity development.
• Incorporate gender and human rights considerations throughout the assessment, ensuring that the findings reflect specific training needs for different demographics.
• Analyze and validate the assessment findings with key stakeholders, integrating their feedback to refine the final recommendations.
• Prepare a draft Training Needs Assessment Report and facilitate a validation workshop to engage stakeholders in discussing the outcomes.

Requirements & Qualifications

• A relevant postgraduate degree in social sciences, law, or a related field is required to ensure a strong theoretical foundation.
• At least 5 years of professional experience in conducting training needs assessments or evaluations, preferably in the criminal justice or public sector.
• Proven expertise in developing training programs and capacity development initiatives within governmental or non-governmental organizations.
• Strong analytical and communication skills, with the ability to synthesize complex information into actionable recommendations.
• Familiarity with gender and human rights issues in the context of criminal justice is essential to address specific training needs effectively.
