About the Role
The World Health Organization (WHO) is seeking a Local Consultant to contribute to the costing of Uganda’s Multisectoral Strategy for the prevention and control of non-communicable diseases (NCDs). This role is vital in creating a detailed and credible cost estimate that will guide the implementation and financing of NCD interventions in Uganda. Over the first few months, the consultant will engage deeply with national policies and health frameworks, establishing a robust methodology for costing and gathering necessary data. This position not only impacts public health strategies but also enhances the overall efficiency of health financing in Uganda.
Key Responsibilities
- The consultant will begin by conducting a thorough review of the final draft of the Uganda NCD Multisectoral Strategy and related national policies to understand the context and requirements.
- They will collaborate with WHO and the Ministry of Health to agree on the costing methodology, ensuring that it aligns with global standards and local realities.
- The consultant is responsible for preparing an inception report that outlines their approach, work plan, and data needs for the costing process.
- They will define cost components for strategic objectives and priority interventions, ensuring that all relevant sectors are included in the analysis.
- Utilizing national data sources and standard norms, the consultant will estimate unit costs and develop multi-year cost projections disaggregated by various categories, including sector and cost type.
- Finally, they will document all assumptions, data sources, and any limitations identified during the costing process, providing transparency and credibility to the findings.
Requirements & Qualifications
- An advanced degree (Master’s or higher) in health economics, public health, health policy, economics, or a related field is essential for this role.
- A minimum of 5–7 years of relevant experience in health program costing, health financing, or economic analysis is required.
- The consultant must have proven experience in costing national or sectoral health strategies or plans, demonstrating their ability to manage complex data and financial models.
- Experience working with government institutions is highly desirable, as it indicates familiarity with public health systems and policies.
- Strong analytical skills and proficiency in statistical software or costing tools will be crucial for successful completion of the assignment.
