About the Role

The ICLA Officer position at NRC NORCAP in Kampala, Uganda, plays a crucial role in implementing the organization’s Information, Counselling, and Legal Assistance (ICLA) program. This role is essential for ensuring that vulnerable populations, such as refugees and internally displaced persons, receive the necessary support and information regarding their legal rights and access to services. In the initial months, the officer will focus on training staff and partners on ICLA protocols, conducting needs assessments, and building relationships with local authorities and stakeholders. This position not only supports the immediate needs of beneficiaries but also contributes to the broader humanitarian efforts in the region by fostering legal awareness and access to justice.

Key Responsibilities

• The ICLA Officer will implement NRC’s ICLA program policy at the office level, ensuring that all activities align with approved proposals and donor requirements.
• They will train and advise both staff and partners on ICLA processes, enhancing the team’s capacity to support beneficiaries effectively.
• The officer will conduct needs assessments through various methods, including surveys and focus group discussions, to identify the specific requirements of target groups.
• They will oversee the project cycle, from implementation to monitoring and evaluation, ensuring smooth execution and adherence to international standards.
• The officer will act as a focal person for beneficiary selection and needs assessment, facilitating the identification of vulnerable individuals and families.
• Regular documentation of findings and preparation of reports will be required to communicate insights and progress to stakeholders and support strategic decision-making.

Requirements & Qualifications

• A degree in social sciences, law, international relations, or a related field is essential for this role.
• At least 2-3 years of relevant experience in humanitarian work, particularly in legal assistance or protection programs.
• Strong understanding of national and international laws affecting refugees and displaced persons is vital.
• Excellent interpersonal and communication skills are necessary for building relationships with beneficiaries and stakeholders.
• Proficiency in data collection and analysis, as well as report writing, will be critical for effective program monitoring and evaluation.
