About the Role

The Senior Human Resource Officer – Talent Management at Uganda Electricity Transmission Company Limited (UETCL) is a pivotal role that focuses on enhancing the skill set and performance of the workforce within the energy sector. This position is crucial for developing and executing talent management strategies that not only align with corporate goals but also ensure a future-ready workforce. In the initial months, the successful candidate will dive into understanding the current capabilities of the staff, assess training needs, and initiate programs that foster a learning culture across the organization. This role will significantly contribute to operational excellence and safety standards while addressing the long-term needs of the energy sector.

Key Responsibilities

  • Lead the development and execution of a comprehensive Talent Development Strategy that aligns with UETCL’s corporate and operational objectives.
  • Identify critical skills required for power generation, including engineering and project management, and design specific capability-building programs to address these needs.
  • Collaborate with business leaders to cultivate a strong learning culture that permeates both plant operations and corporate functions.
  • Support workforce planning initiatives to proactively address current and future talent requirements within generation assets and projects.
  • Oversee organization-wide Training Needs Assessments (TNA) and convert assessment outcomes into actionable capacity development plans.
  • Design and implement both technical and leadership development programs, ensuring they include plant-specific training and necessary certifications.

Requirements & Qualifications

  • A Bachelor’s degree in Human Resources, Business Administration, or a related field is essential.
  • At least 5 years of experience in Human Resource Management, particularly in talent management or organizational development.
  • Strong understanding of the energy sector and the associated skills required for power generation and management.
  • Proven experience in developing and implementing training programs and performance management frameworks.
  • Excellent interpersonal and communication skills, with the ability to engage and motivate diverse teams across various levels.
