About the Role

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer position at Steadman Global Consulting is pivotal for the CREATE Project based in Kampala. This role is essential for ensuring the integrity of data and fostering continuous improvement in project outcomes. In the first few months, you will immerse yourself in developing and implementing MEAL frameworks, collaborating with various stakeholders, and ensuring compliance with donor requirements. Your contributions will not only enhance project effectiveness but also build a robust system for participant accountability and engagement.

Key Responsibilities

• You will create and oversee a practical MEAL plan that includes an indicator tracking framework and a reporting calendar to ensure alignment with project objectives and partner needs.
• Translating project indicators and reporting definitions into user-friendly tools, guidance, and procedures for staff and partners across multiple sites will be a critical task.
• Maintaining accurate records of participants, activities, outputs, and outcomes, with a focus on disaggregating data by key demographics, will ensure inclusivity and comprehensive analysis.
• Your role includes designing and administering a variety of data collection tools, such as pre- and post-assessments and feedback forms, to support thorough data gathering.
• As part of your responsibilities, you will verify the completeness and accuracy of data received, documenting discrepancies and coordinating corrections through structured review processes.
• Conducting routine data quality assessments and field checks will help maintain high standards of data integrity and support transparency within the program.
• You will manage both physical and digital filing systems, ensuring compliance with data protection standards and safeguarding participant confidentiality.
• Regularly preparing performance monitoring reports and donor updates will be key to communicating project achievements and challenges effectively to stakeholders.

Requirements & Qualifications

• A Bachelor’s degree in Development Studies, Statistics, Public Health, Social Sciences, or a related field is essential, with coursework in research methods and data analysis.
• At least three years of experience in monitoring, evaluation, accountability, or learning roles within international development projects is required, preferably in East Africa.
• Proficiency in designing data collection tools and conducting data quality checks, along with experience using statistical software such as SPSS, Stata, or R, is expected.
• You should possess excellent communication skills, both written and verbal, in English and Luganda, to effectively convey technical MEAL concepts to diverse audiences.
• A Master’s degree in a relevant field, although not mandatory, will be considered an advantage, especially if it includes a research thesis on MEAL methodologies.
